Who may adopt?
Any adult person may adopt, with the following stipulations:
The sexual orientation of the adopter may be considered when placing a child.
The Commissioner is not required to place a child with a person who homosexual or bisexual.
A husband and wife must adopt jointly unless excepted by the court.

   
Consent for adoption to be executed?
The mother cannot consent until at least 48 hours after the child's birth.

Revocation of consent?
A petition to set aside termination may be filed prior to final decree.

Who may place a child for adoption?
Any parent or statutory parent.
The child's guardian(s).
The Commissioner of Children and Families.
A child placing-agency.

Advertising?
Any birth parent may advertise through any public media in this State for the placement of his or her child for the purposes of adoption.
Any prospective adoptive parent may advertise through any public media in this State for placement of a child into his or her care for the purpose of adoption.

Facilitators?
This issue is not addressed in the statutes reviewed.

Putative Father's Registry?
No. Any person claiming to be the father may file at any time, but no later than 60 days after the date of notice of termination proceedings.

Expenses?
Birth parent –
Counseling for the birth mother including transportation.
Birth mother's living expenses.
Reasonable telephone costs.
Reasonable maternity clothing expenses.
Payment to the birth mother for living expenses shall not exceed $1,500
unless approved in unusual circumstances by the court.

Department/Agency –
The court may assess the adopting parent a reasonable fee covering the cost of making the required investigation.
