Who may adopt?
Husband and wife together.
An unmarried adult.
Any foster parent.
The unmarried parent of the adoptee.
A stepparent.

Consent for adoption to be executed?
No consent is valid until at least 72 hours after the child's birth.

Revocation of consent?
A parent wishing to withdraw consent shall notify the court in writing prior to the entry of the final decree.
Consent may not be withdrawn unless the court finds that:

The parent seeking to withdraw his or her consent has proven by a preponderance of the evidence that the surrender was obtained by fraud or duress.
The withdrawal of consent is in the best interests of the child.
Consent may not be withdrawn after entry of the final decree for any reason.

Who may place a child for adoption?
The parents or legal guardian.
The Department of Health and Human Services.
An agency licensed to place children.

Advertising?
A child-placing agency licensed or operating under a permit issued by the department may publish advertisements of the services for which it is specifically licensed or issued a permit under this subdivision.
No person who is required to obtain a license or permit under this subdivision may advertise or cause to be published an advertisement soliciting or offering a child for placement unless the person has obtained the requisite license or permit.

Facilitators?
This issue is not addressed in the statutes reviewed.

Putative Father's Registry?
Yes. The putative father may file before the child's birth, but shall file prior to the birth mother's parental rights being surrendered or involuntarily terminated.

Expenses?
Birth parent –
Counseling.
Medical expenses.
Legal fees.
Transportation, lodging, clothing, and meals.
Reasonable living expenses not including:Gifts over $50; Educational expenses; Living expenses beyond 6 weeks after delivery; Other payments for the monetary gain of the natural parent.
