Who may adopt?
An adult unmarried person.
An adult husband and adult wife together.
An adult married person legally separated.
Consent for adoption to be executed?
This issue is not addressed in statutes reviewed.
Revocation of consent?
In a private adoption, consent given in court is irrevocable.
An extra-judicial consent may be revoked within 45 days.
Parental consents to private adoptions and surrenders in agency adoptions may be challenged if obtained by fraud, duress, or coercion.

A relative within the second degree.
Advertising?
This issue is not addressed in the statutes reviewed.
Facilitators?
No person, agency, association, corporation, institution, society, or other organization except an authorized agency shall place any child. This section shall not restrict or limit the right of a parent, legal guardian, or relative within the 2nd degree to place out a child.
Putative Father's Registry?
Yes. The putative father may file an intent to claim paternity prior to or after the child's birth.
Expenses?
Birth parent –
Actual medical and hospital costs.
Other necessary expenses related to pregnancy.
Legal fees.
Payment of expenses shall not exceed 30 days after birth or consent unless court determines exceptional circumstances.
Department/Agency –
An agency may charge a fee for the reasonable and necessary expenses of placement.
