Who may adopt?
Any adult person who has resided in the State at least 60 days and determined to be fit and competent.
Consent for adoption to be executed?
Consent shall be executed any time after the child's birth.
Written relinquishment of custody and written consent are required; both may be included in the same document.
Consent is irrevocable unless it was obtained by fraud or duress.
If the court should deny the adoption due to the claim of a putative father, the court may allow the mother to withdraw consent.
Who may place a child for adoption?
The child's parent(s).
Legal guardian or custodian.
A licensed child-placing agency.
The Department of Family Services.

Putative Father's Registry?
Yes. The putative father may file, before or after the child's birth, a notice of intent to claim paternity.
The putative father may file an instrument acknowledging paternity.
A putative father having knowledge of the birth or pending birth must evidence an interest in and responsibility for the child within 30 days after receiving notice of the child's birth or pending birth.

There are no express provisions that pertain to the payment of adoption related expenses.
